What is Amendment 2?

Amendment 2 sets the stage for much-needed tax reform benefitting families, current employers and manufacturers, and new businesses and families moving to the Mountain State. Amendment 2 costs taxpayers nothing but gives the legislature the authority to address critical tax policy at a time when schools and local governments can benefit from the fruits of responsible government.

With passage of Amendment 2, the state legislature can move to eliminate taxes on:

  • Personal vehicles including cars, trucks, and ATVs
  • Machinery and equipment
  • Leasehold investments
  • Computer equipment
  • Inventory

West Virginians know eliminating the tax on our cars and trucks helps working families.

Even better, with over a $1 BILLION in surplus revenues Amendment 2 paves the way for tax relief with protections for local government budget, education, and other funding.

Think Of What Could Be!

A growing economy that attracts more manufacturing business to West Virginia will help existing manufacturing grow and expand here at home.

Amendment 2 can help move West Virginia to the front of the list for economic development.

  • New jobs and career opportunities
  • Stronger families
  • Thriving communities
  • Keeping more of our hard-earned money

With new jobs, we can grow our economy, keep taxes low, and provide more for our schools and local improvements.

What Leaders are Saying

Tax on business inventory, machinery and equipment creates a barrier for economic investment and job growth in West Virginia. State and local leaders should work to eliminate this obstacle in the Mountain State. Supporting Amendment 2 helps clear the way for serious policy discussion.

For West Virginia to promote the slogan once proudly displayed over entrances to our state – Open for Business – voters should vote YES on Amendment 2. Amendment 2 can mean a tax break on for West Virginians on personal vehicles, while helping to remove a competitive business barrier for investment in our state.

Amendment 2 opens the door to eliminating the tax on manufacturing equipment and inventory. This tax encourages manufacturing firms to locate elsewhere to avoid the tax. As such, elimination will remove an important barrier to economic development and make West Virginia more attractive to potential businesses.

Having a role in our state’s economic development efforts, I saw firsthand the difficulties certain policies place on West Virginia’s capacity for consistent investment and job growth. Saying yes to Amendment 2 provides a path to make us a more attractive option for industry leaders and provide increased opportunities for growth in every corner of the state.

If you actually have read Amendment 2 and not just read about it but actually read it, what you find is it costs not one red dime...It costs not a penny to anyone at any level of government. It costs not a dime because passage of the amendment does nothing but give the Legislature the power to start considering options on some tax reform.

"When it’s passed, and we believe it will pass, in November, then we’ve got to have a plan, because when it passes it comes with the expectations ... There is a commitment to making it so that our counties, our municipalities, our school boards, everybody is going to succeed, and you share the wealth together."
